“My Qualm, Henceforth To Graduating Student Trainees". (Morning Speech Delivered @ SCE - 2010)

Once, his Excellency, the present education minister, Thakur sing powdel had spoken to the kuensel, I Quote; “Everybody, those who are passed out from the two colleges of education are not necessary to be a teacher” I un Quote.
So, in line with this, I am greatly privilege to talk to the floor on the current issues “Teacher graduates to sit RCSC exams”
Just a day ahead, of the completion of the spring, semester exams, this year, the rumor that; “the graduating teacher trainees should sit for RCSC exam” had been speeded up like wildfire, engulfing all the hopes, aspiration, determination and zeal of the present graduating teacher trainees in our college. Many friends turned their mood-off when they first heard about this news…………. worrying how to face this RCSC exam?
Two days later, this same rumor, led sunk the eye of the graduating teacher trainees at the Paro College of education, where by letting them no mood to study. It was so alarming that even the lecturers were worried observing the changed attitude of the graduating teacher trainees. Therefore the next day, to convince the College Student teachers, the present director of the Paro college, Thuckten Jamtsho had written on the paro college website stating that “it’s not really the RCSC exam but the kind of attitude and aptitude test.” so with this, both college students were to some extent convinced.
But on Friday 25th June 2010, the real printed news had the brutal thud on every hearts of the graduating teacher trainees, all over the country, seeing the caption “teacher graduates to sit RCSC exams” on the front page of Bhutan observer reported by Sonam Pelden.
It stated that, from this year, teacher graduates will now have to appear RCSC, its pivotal motive is to improve the current teachers’ recruitment and deployment process to ensure that only committed and competent teachers take up the profession. It has also mentioned that it will act as a tool to measure and test, the training, the graduates have undergone. And again it has also remarked that, teacher graduates can reappear for the exam if they fail to get through the first sitting.
After hearing and seeing this, many views had been shared on the websites, the news forum, and the newspapers and verbally in grand. But while examining, there is a lukewarm interest to face, not because to face that challenges but unemployment it may favor. Many had commented saying, it is an “Atrocious and sickening news that “Teacher graduating to sit RCSC exams” and It came as an “earthquake-shocked” to 1000’s of graduating teacher trainees.
And again many had shared the views saying that, it will lead a few hundreds and thousands of fresh graduating teacher trainees crouch to unfavorable, miserable conditions year after year. They are well trained but jobless, they are competent in their teaching field but un-recruited because of this un-necessary exam which will now come to be known as “Ruining cum Stopping Common” exams for becoming teachers. But Bhutanese schools will be still lavishly lacking sufficient teachers with few in the colossal students in remote schools.”
But later on, printed news again flourished all over the country, reading the caption “Placement not automatic” reported by Phuntsho Choden in Kuensel newspaper on 3rd July 2010.
It has mentioned saying that from this year on wards, various in-country trainee graduates will no longer recruited automatically to the civil service. New rules and regulation injects into competition. Which means, all the teachers, graduates and diploma from in-country training institute and colleges will have to sit for selection interviews to land a career in a government organization. It will be a part of royal civil service commission’s RCSC. The new rule also applies to the bachelor’s degree holder from SCE and PCE; where by the two college of education will have separate examination system- “selection through open competition.”
It says teacher graduates will have to have mandatory panel interview, and through academic performance and written or practical examination. Then in order of merit ranking, of the selection result, against approved posts and the fulfillment of the requirement, they will be selected. And placement would also depend on the merit ranking of the selection result.”
So therefore, as latest information, The Officiating Chief HRO, Chimmi Jamtsho, of the education ministry, pronounced, “Definitely from this year, the entry exam for teacher graduates will be conducting and would probably lead by the education ministry for this year but not RCSC.”
It’s now the time, that dreams will come to reality, and we must face that greater challenges and get going through entry exams. There for my message, to all the optimistic graduating teacher trainees of this year and the younger hardworking generations of this mother college, is; it’s now almost sure that, sooner or the later, after completion of the training tenure, will have to face this beneficial challenges. Therefore, there is no point in worrying about the exams, our worrying about exams, can’t deny or refuse if it comes as a policy. So better, let’s have a commitment, “do or die” policy, with finding the solution to the problems, by preparing in every possible way, so that, it become as a source of pride, fulfillment, achievement and… the source of happiness.

  2. wow...Yeshi....I guess this was the speech that you were talking about delivering last time when we were skype-ing right?
    Its very nice, and yeah don't worry about facing that RCSC exams or whatever in that matter, just go ahead, try your best, and success is all yours.
